Dear Uncle Fred:-
I spent part of this morning at the Tabor shop with Mr. E.A. West, Assistant Superintendent of the Light and Power Department at Portland, Oregon.
He is very much interested in scientific management and tomorrow or the next day will probably go to Altoona to look over the new methods of the Penn Central Light & Power Company, which as you know is managed by Messrs. Day and Zimmerman. It happens that West is the boss of that Mr. Charles who wrote you for information, etc., about scientific management, and he confirms the impression of Mr. Charles which I got from Mr. Hild-our General Manager, namely, that he, Charles, while good in detail, lacks the initiative and push necessary for work of this kind.
